Margibi, Liberia, March 20, 2025: The Ministry of Education or MOE has begun holding a nationwide consultation with stakeholders on the Excellence in Learning in Liberia or EXCEL Project.
The consultation is expected to take place in the fifteen counties of Liberia.
The ministry says EXCEL is a government-led initiative supported by the World Bank and Global Partnership for Education (GPE), to improve early learning and primary education across Liberia.
It also noted that the project is focused on improving foundational learning, increasing access to education, especially for disadvantaged students and supporting schools and education system to provide quality learning for all students.
Speaking to reporters on March 19, 2025 at office of the Margibi County Education Officer, Joe Gbasakollie, consultant at MOE and the lead for the consultation said: “We want thank our communities so far, we had a very good engagement from the noon time and up to this time, the late afternoon, about twenty participants in a serious stakeholders’ engagement, a focused group discussion and we got many feedback comments. We got inputs from our community, from the participants on how they will like to see the EXCEL Project and how we can work together to improve transparency and accountability and how we can ensure sustainability for the program and strong ownership from the community and the government.”
Individuals at the program included student-based organization representatives, the civil society, the MOE in Margibi, the county administration and many others.
According to the MOE, the development partners and donors of the project are the World Bank and the Global Partnership for Education (GPE).
The total cost of the project is put at US$93.375 million and it is estimated to last from between the periods September 1, 2025 and December 31, 2030.
The development objective of the project is to improve foundational learning and access in targeted primary schools and to strengthen the education system with all fifteen counties of Liberia standing to be the beneficiary counties as it is also expected to benefit nearly 392, 875 people.
About 370,000 public ECE and primary students in 2, 337schools, 6,500 teachers, 2,300 public ECE and Primary Schools Principals/VPIs, 14,000 School Management Committee (SMC) members, and 75 MOE County Professional Staff amongst others.
