The House of Representatives has set up a specialized committee to investigate the ministries of Justice, Transport and the Liberia Traffic Management Incorporated (LTMI) following an announcement by the LTMI that it is now going to be issuing driver’s licenses and vehicle registration.
The issuance of driver’s licenses and vehicle registration have normally been carried on by the Ministry of Transport.
The formation of the committee by the plenary of the House of Representatives was done on February 4, 2025 prompted by a communication from Montserrado County District #:4 Representative, Michael Thomas, who highlighted the issue of potential encroachment on the Ministry of Transport’s responsibilities.
According to the lawmaker, the Ministry of Transport was established in 1987 through an Act of the National Legislature to regulate transport, insurance, and maritime policies.
He further explained that the Ministry entered into a concession agreement with LTMI in 2018, granting the company certain functions such as traffic ticket management, vehicle towing and impound management, city parking, and vehicle inspections but not the authority to issue driver’s licenses or vehicle registrations.
The recent actions by LTMI, according to Rep Thomas could potentially go into conflict with the agreement between the Ministry and the Modern Development and Management Corporation (MDMC), which was granted exclusive rights to manage vehicle registrations and driver’s licenses.
There are also suspicions that the original copy of the concession agreement may have been altered, prompting the need for a thorough investigation, something which in response has led the House of Representatives to form a specialized committee given the authority to investigate the matter.
The committee is headed by Margibi County District #: 5 Representative, Clarence Gleekan Gahr as chairman and co-chaired by Representative Sekou Kanneh of Montserrado County District #: 2.

Other members are Representative Jeremiah Sokan of Grand Gedeh County District #: 1, Lofa County District #: 3 Representative, Momo Siafia Kpoto, Grand Cape County District #: 2 Representative, Mohamed Dosi, Sinoe County District #: 2 Representative, Samson Wiah and Obediah Varney of Bomi County District #: 1.
Meanwhile, Representative Michael Thomas serves the committee as its resource person within the two weeks period given for the investigation and make report to the plenary for further action(s).
